Ministry of Health and Family Welfare will enforce strict regulatory processes for import of bulk drugs and formulations. For imported formulations, the margin to cover selling and distribution expenses including interest and importer’s profit shall not exceed fifty percent of the landed cost. Due to Government policies and low cost of domestically produced drugs and the absence of patent rights regulations has made the Indian Market less attractive for foreign companies.

Quality of Indian Medicines.

“Counterfeit drugs could be the single biggest problem in India in the next ten years due to the growth of garage-based drug manufacturing outfits, rampant corruption, and weak drug control,” A 2003 Scrip report estimated that 15 to 20% of the medicines sold in the country are counterfeits.  A case study reported in a 2001 conference showed the following percentage (out of 125 tracer medicines) that failed quality testing: 6% from the public sector, 12.7% from the private sector; and 0% from NGOs.

In 2001, Lancet reported that, according to WHO statistics, India produces as much as 35% of the fake and substandard drugs in the world. A powerful group of manufacturers have taken over much of the production during the past three years. It is reported that these Counterfeit drugs are manufactured mostly in the northern states; but these fake drugs are widely available throughout the country. They are available as well in Myanmar (Burma) and Cambodia, and their distribution may even extend as far as the former Soviet states, as evidenced by the arrest of four Uzbek women caught trying to smuggle them to be sold in their country. India was among the six countries that participated in a drug quality study which collected a total of 71 samples of the antituberculosis drugs isoniazid (INH) and rifampicin (RMP) as a single entity or a fixed-dose combination (FDC) (see Multi-country studies). Overall, 10% (4/40) of all samples obtained from all six countries, including 13% (4/30) RMP were substandard, containing < 85% of stated content. More FDCs, 21% (5/24), than single drug samples, 13% (2/16), were deemed substandard.

China.

Quality of Chinese Medicines:

According to the SDA, a nation-wide survey on the quality of medicines carried out in 1998 found that 13.1% of the 20,000 batches tested were either counterfeit or fell below minimal pharmaceutical standards.

In 1997, China News Digest reported that the Health Ministry of China inspected 1100 medicines and found 138 products that failed to meet national standards. Of these, 48 were fake medicines with pirated registration numbers.

At the 2002 Global Forum on Pharmaceutical Anti counterfeiting held in Geneva, Switzerland, a representative from the Glaxo SmithKline (GSK) pharmaceutical company reported on the counterfeiting of two of their products in China. The first was Imuran tablets. The counterfeit Imuran was found to contain the correct amount of azathioprine, the active ingredient; however, the tablets were labeled incorrectly as “azathiopring.” Upon testing, the tablets failed the quality specification for disintegration time. The tablets were still intact after four hours in water at 37 °C, while genuine tablets dissolve in 45 minutes. The other drug was Zinacef tablets. The genuine oral dosage form contains cefuroxime axetil; the counterfeit Zinacef tablets revealed the presence of cefuroxime sodium, the injectable dose form. When taken orally, cefuroxime sodium is absorbed minimally by the digestive system resulting in no therapeutic benefit.

Bangladesh.

For Protection of Local Manufacturer following measures

were taken By Government.

1. The importing of a drug which is the same or one produced in the country, or a close substitute for it, may not be imported, as a measure of protection for the local industry. However, if local production is far short of need, this condition may be relaxed in some cases.

2. A basic pharmaceutical raw material, which is locally manufactured, will be given protection by disallowing it or its substitute to be imported if sufficient quantity is available in the country.

3. No foreign brands may be manufactured under license in any factory in Bangladesh if the same or similar products are available/manufactured in Bangladesh.

4. No multinational company without their own factory in Bangladesh will be allowed to market their products after manufacturing them in another factory in Bangladesh on a toll basis.

Restrictions on patent rights discourage foreign investors to come up actively in the pharmaceutical market in Bangladesh. Moreover introduction of new molecules is difficult due to slow registration process and restrictions.

Quality of Medicines from Bangladesh:

Among the total 245 pharmaceutical manufacturers only top 20 leading manufacturers are producing good quality medicines in the country and most others are engaged in the production of substandard or fake drugs. Substandard or fake versions of life-saving drugs are alarmingly prevalent in Bangladesh markets. In some cases, it is around 70% to 80%.

One media report showed that among all the pharmaceutical manufacturers only 20 to 25 companies are producing quality medicines in the country. The situation clearly raises a question about the role of the remainder manufacturers.

They are mainly involved in the production of fake/substandard or imitating renowned brands of various drugs. At present, spurious drugs have been flooded all over Bangladesh. Another testing conducted by the drug regulating body found 69% paracetamol tablets and 80% ampicillin capsules as substandard from some small manufacturers.

A recent assay involving 15 brands of ciprofloxacin showed that 47% of the collected samples containing active ingredient less than the required specification.

In a survey conducted during 1988-91, it was found that 66 of the 198 licensed manufacturers were each producing between 1 and 16 substandard drugs (49% OTC drugs and 6.3% injectables, the remainder being non-injectable prescription drugs). Of the OTC products, about 36% was paracetamol and 41% consisted of antacids. The content of the active ingredients was found to be insufficient.

In 1992, quality studies were conducted on paracetamol tablets, ampicillin capsules, cotrimoxazole tablets/suspensions, vitamin B-complex tablets/capsules/injectables, and vitamin B-2 tablets. A total of 137 brand samples of these drugs were obtained from retail shops in various parts of the country and analyzed for level of content of the active ingredients as well as the disintegration of tablets. Results showed 37 samples were substandard, all manufactured by small companies. Of the 16 brands of paracetamol tablets and 10 brands of ampicillin capsules that were substandard, 11 and 8 respectively, had previously been considered substandard in an assessment conducted by the regulatory authority. This holds true also for the two brands of cotrimoxazole suspension found to be substandard. All analyzed products for 13 of the top 15 companies in Bangladesh met the required standards.

A recent case study involving a sample of 15 brands of ciprofloxacin collected for chemical assay by HPLC and bioassay revealed seven brands containing active ingredient less than the USP specification.

Conclusion:

From all above analysis it is clear that importing Drugs from these countries will be not only harmful for the economy but also dangerous for the health and safety of the nation.

Therefore, it is needed to restrict import of Low Quality Finished products specially from India and China or any other country by levying Protection duties on products which are produced locally and measures should be taken to improve growth of Local Pharmaceuticals.

Clinton and rape of Sri Lanka

Delivering a speech at the UN Security Council on Sept. 30th, 2009, US Secretary of State Hillary Clinton claimed that rape was used as a weapon of war in the Balkans, in Myanmar and in Sri Lanka.

 

She said that in too many countries and in too many cases, the perpetrators were not punished, and the impunity encouraged others to commit the same crime.

 

In Sri Lanka, Foreign Minister Rohitha Bogollagama summoned US Ambassador Patricia Butenis to express his concern over the Clinton allegation.

 

Explaining Clinton’s remark, Ambassador Butenis said that the Secretary of State had not identified any group in the speech she had made. All that Clinton said was that during the 26-year long war in Sri Lanka, there were allegations of rape and sexual violence, just as in other conflicts. Clinton’s statement was to raise awareness of such brutality, and not to implicate specific perpetrators, Butenis said.

 

You see ambassador Butenis leap backwards into the nebulous, into clouding the Clinton declaration. Yet, this leap places her in the proposition that Clinton, a lawyer by training, has selected Sri Lanka for smearing without specific facts. By primary definition the missing facts for Clinton’s declaration of institutionalized rape worried Sri Lanka’s Foreign Minister, himself a lawyer.

 

Plaint in US court

 

What motivates Clinton to become an attacker of a nation’s dignity?

 

Should Clinton, the perpetrator, be allowed impunity to get away with this attack, the rape of the honor of a people?

 

A plaint can be filed against Clinton in a US court where she could summon any facts that support her declaration on rape used as a weapon of war in Sri Lanka.

 

Who would file such a case in US courts?

 

Would we see the executives of one of the NGOs who have promoted their names in the press as defenders of Sri Lanka, financed by NATO Norway, come forward? Or financed by a similar step-and-fetch-it? Surely these mothers, like other mothers in an Asian civilization such as that of Sri Lanka, did not bring up their children to be rapists.

 

We speak of a civilization that used the franchise for the first time in the world to vote in a woman, Sirimavo Bandaranaike, as head of state.

 

Today, together with bringing up children, women have become important as family breadwinners. Women have to squeeze into market niches in a situation of high unemployment set off by the economic rape of Sri Lanka by US neoliberals. This economic rape began in 1977; the assembly lines in Sri Lanka for FIAT, Mazda and Mitsubishi cars were closed down after Wall Street cheerleaders promoted a prescription of imports and more imports as if on bankers’ credit card run.

 

Perhaps the NGO celebrities can make amends at last for the opinions they have not expressed in their newspapers forays? In three decades they might have exposed the economic rape of Sri Lanka by the neoliberals.

The neoliberal quack physicians lie exposed and bleeding in the US. Their staged diversion of fiddling with money supply and bank rate has not helped the US. Their prescription of imports on credit has blown back on the USA where the nation annually buys a critical excess of imports of $ 1,000 billion.

 

A 1998 quote on the results of decades of neoliberal diversion from famous NY billionaire George Soros:

 

“The USA’s influence has already begun to decline. For the past 25 years, we have been running a constant current account deficit. In the face of potential US national bankruptcy, President Barrack Obama began in 2009 with measures that include a policy of “Buy American”. However, more blowback from the house of cards created on TV by neoliberals who promoted free trade, provides another complication. Canada and the European Union have cited free trade and registered their protests over President Obama’s 2009 policy.

 

The Obama policy of buying domestic takes us back to the 19th Century US bid for survival. The banking fraternity in London had used Lancashire textile-mill imports of cotton from US southern plantation states to embroil the nation in civil war. The purpose of the 1-sq.-mile financial city of London was to annul the 1776 US Declaration of Independence and to re-absorb the USA into Britain.

 

Yet, Abraham Lincoln fought the civil war and went on to develop the war-torn economy by implementing the economic policy of Henry Carey. This policy promoted domestic production by erecting high customs tariffs. Through this policy, the US matched Britain’s industrial production by the turn of the century.

 

South Korean-born Ha-Joon Chang of Cambridge University summarizes:

 

“… Americans knew exactly what the game was. They knew that Britain reached the top through protection and subsidies and therefore that they needed to do the same if they were going to get anywhere. Criticizing the British preaching of free trade to his country, Ulysses Grant, the Civil War hero and the US President between 1868-1876, retorted that ‘within 200 years, when America has gotten out of protection all that it can offer, it too will adopt free trade’. When his country later reached the top after the Second World War, it too started ‘kicking away the ladder’ by preaching and forcing free trade to the less developed countries.’

 

“The UK and the USA may be the more dramatic examples, but almost all the rest of the developed world today used tariffs, subsidies and other means to promote their industries in the earlier stages of their development …even Sweden, which later came to represent the ‘small open economy’ to many economists had also strategically used tariffs, subsidies, cartels, and state support for R&D to develop key industries, especially textile, steel, and engineering.”

 

When India gained Independence from the financial London in the mid-20th Century, it developed through the policy of buying domestic produce (“Swadeshi”.) Sri Lanka was also following a similar policy of increasing national productivity through developing local industry. Yet, pressure from the World Bank and the IMF was used by the bullying technocrats of Dr Milton Friedman to abort the policy of developing local production. In recent years a group of perceptive business leaders in Sri Lanka noticed Friedman’s browbeating and set up Maubima Lanka, a foundation that promotes the use of local produce.

Clintons as Lobbyists

 

The Clintons arrive not without their record. It was reportedly Robert Rubin, an associate for two decades of the private financial house Goldman-Sachs, who wined, dined, grilled and anointed the young Governor of Arkansas as US President. Upon being bankrolled in the elections and assuming office Bill Clinton gave this private financier the control of the US Treasury.

 

Supervising public finance allowed Rubin every opportunity for insider trading. Here was the proverbial fox left to guard the henhouse. Rubin already took pride in his citation as ‘risk wizard’ among money brokers who did not know that he collected tips on the side from agencies such as the World Bank and IMF that were conducting currency negotiations. On Rubin’s watch the speculative runs on Brazil’s currency, for instance, sometimes clocked $300m a day.

 

Rubin continued helping private Wall Street so remuneratively that he could announce his ‘retirement’ mid-way and jettison his Treasury post. The ‘retirement’ witnessed Rubin commute to the seat of Chairman of the Board at Wall Street’s Citigroup where his salary (without counting investment income) hit $17.3m by 2006. This sort of income had him saying “What meltdown?” in 2008 like a latter-day Nero though Citigroup floundered below him in the house-mortgage crisis.

 

Hillary Hubris – Jinx for Obama Administration

 

Basically, the Clintons, husband and wife, ran in the Presidential stakes with the support of orgiastic side-dealers such as Rubin. In the current election stakes, these dealers wanted Hillary to be compensated with the post of Vice President. However, author Christopher Andersen records of Michelle Obama, who was in-and-out of the home of Civil Rights activist Rev Jesse Jackson:

Renowned for her disastrous Primary election campaign when she grounded to a halt, over one hundred million [dollars] in the red while loosing ignominiously to a rookie called Obama, Hillary is now dabbling in economics. The ambassador in Colombo of Clinton-asterisked President Obama may not wish to finance NGO’s so as to let the perpetrators of the rape of Sri Lanka go unpunished. The ambassador, paid by a US taxpayer now with unredeemable Treasury debt to the world, may not wish to stand in the way of a case in a US Court that would make Hillary Clinton’s prospective deeds cater for the needs of the American people and not just those of the speculator. We know that the US House of Representatives chose at some point in time to assign special investigator Ken Starr to step in and deal with the caprices on taxpayer resources, of Hillary Clinton’s partner.

Solid is the best word we can think of to describe the tactile sensation of holding the Odyssey in your hand. As cellphone aficionados, we test our fair share of phones for professional and personal reasons. For us, cellphones that have in the past provided exceptional feel in your hand quality has been any of the Nokia N series especially the N95. Going farther back, the Siemens S40 felt great to hold as well. We’re not big fans on the iPhone though because it’s too wide and too thin for our tastes. It feels like you’re holding a calculator in your hands not a mobile phone! The Odyssey CVDQ-M56 on the other hand is the epitome of a touchscreen phone in a candy bar form factor. It’s narrower than the iPhone, but just slightly thicker to give you the impression you’re holding something solid in your hand. Of course, the fact that it’s well built accounts for that too. But the smooth black face and the rounded chrome corners lends itself to a phone that’s as well-designed aesthetically and tactilely, as it operates superbly. Can you tell what’s the difference between the CVDQ-M56 Odyssey phone and the CVDQ-M50 Voyager phone?

From the perspective of firmware and functionality, they’re almost identical. The Odyssey phone has a larger screen though. It’s 3 inches compared to the Voyager which has a 2.8 inch screen. At the bottom of the screen there are four main icons: phone, contacts, opera, and music player? Is there any way I can change those or are they permanent?

Yes, the four short cut icons can be changed. Simply press and hold one of the icons in the main area and the entire icon set will vibrate. Next select the icon you want to become a shortcut and it will increase in size. This shows it can be moved. Then simply drag it into the shortcut icon area and it will replace the one you dropped it on. When I am entering the name of a new contact in my phonebook, what is the maximum number of characters I can use?

You can enter a name that is 14 characters long. Where are the accelerometer settings for image rotate?

Image rotation is achieved by viewing a photo and touching the screen. A rotation icon appears that allows you to switch from portrait to landscape mode and vice versa.

Just received my phone today and it is the best. T.V. does not work in U.S.A. But everything else is great. Delivery was great. I can use this phone with any service provider that uses SIM cards. got my phone yesturday very impressed of how small it is for what it can all do! after spending a day with it to get to know my new fun phone, this is by far the best phone i ever had! I recomend this phone to anybody who wants a tech swavy phone with out breaking your wallet. me living in the usa, the tv app dosent work cause its anolog signal not digital signal and camra not the best, but its takes ok pictures. but other than that. BUY THIS PHONE!!!!!!! YOU WILL BE PLEASED!!!!
